With one of the world's lowest birth rates, it's not the first time the Japanese government has tried to get in bed with the people. In the '90s, a government-organized dating program failed to produce results — and, yes, by results I mean babies. But now it's turning to the already-married business class, hoping they'll have more children if employers ensure they're home in time for sex.

I read a story last week about the small (and shrinking) population of US residents that don't have a cell phone — which included my fellow blogger and friend, Gregory Han, from Unplggd. Although a portion of this group do not have the means to own one, a majority of this population has made a conscious decision to ditch the phone by their own accord. It reminded me of a friend that recently gave up his cell along with his Facebook and Twitter accounts in an attempt to clear his mind and simplify his life.

Nicolas Cage has said, "There's a very fine line between Method actor and schizophrenic." In Werner Herzog's Bad Lieutenant: Port of Call New Orleans, he teeters that line maniacally, with an ever-increasing slur and crooked swagger. Sienna Miller wore her favourite hooded coat as she took her pooch Bess for a walk in New York yesterday. She was without her NY-based buddies and it doesn't sound like she'll be taking romantic walks with her ex Jude Law any time soon, as Sienna's sister Savannah has responded to rumours that Sienna and Jude are getting back together by saying: "I think that would be a completely ridiculous assumption considering the way that man has conducted himself recently. That's all I'm saying."

A staggering 26.1 percent of the population in Swaziland are infected with HIV — and half of women age 25-29 there are HIV positive.

In an act of charity (?!), Belgium social worker Mathilde Pelsers and her daughter, 19-year-old beauty queen Aline Duportail, organized the first-ever "Miss Homeless" Pageant.
The pageant, which took place over two months and included 10 homeless female contestants, was designed to raise awareness for the homeless population, and awarded the winner, 51-year-old Theresa Van Belle with a one-year, rent-free apartment stay — and the title of "Miss Homeless."
While the motivation for the contest seems well-intentioned, the pageantry itself seems a questionable show of support.

Jonathon Porritt, an environmental adviser for the UK, maintains that contraception and abortion must be at the core of anti-global-warming policies. In a report to be published next month, the UK's Sustainable Development Commission, headed by Porritt, recommends that the government limit population growth with better family planning programs.
People cannot reduce their total environmental impact without reducing the number of children they have, according to Porritt.
