Nov 3 12:48 PM US/Eastern By ERICA WERNERAssociated Press Writer
WASHINGTON (AP) - After months spent criticizing Democrats' health overhaul plans, House Republicans have produced a draft proposal of their own. It's much shorter and focuses on bringing down costs rather than extending coverage to nearly all Americans.
A 230-page draft was obtained Tuesday by The Associated Press.

As health overhaul bills head toward the House and Senate floors this month, the divisive issue of abortion is threatening to derail them. Already in the House, one anti-abortion lawmaker, Rep. WARSAW, Sept 25 (Reuters) - Poland on Friday approved a law making chemical castration mandatory for paedophiles in some cases, sparking criticism from human rights groups.
Under the law, sponsored by Poland's centre-right government, paedophiles convicted of raping children under the age of 15 years or a close relative would have to undergo chemical therapy on their release from prison.
"The purpose of this action is to improve the mental health of the convict, to lower his libido and thereby to reduce the risk of another crime being committed by the same person," the government said in a statement.

TALLAHASSEE -- A nationwide anti-abortion group launched an effort in Florida Friday to outlaw all abortions and certain types of birth control, including oral contraceptives and the morning-after pill.
The religion-infused movement, called "Personhood Florida," would define conception in Florida's constitution at the "biological beginnings," supporters said -- when the sperm meets the egg. The group filed its amendment today but the exact ballot language is still being worked out, said Secretary of State Spokeswoman Jennifer Krell-Davis.
