When 10 members of Congress wanted to study climate change, they did more than just dip their toes into the subject: They went diving and snorkeling at the Great Barrier Reef. They also rode a cable car through the Australian rain forest, visited a penguin rookery and flew to the South Pole.
The 11-day trip -- with six spouses traveling along as well -- took place over New Year's 2008.

Once upon a time, Joe Lieberman was interesting—not always correct, in my view, but interesting. He was interesting because he thought for himself. On most issues, most senators line up pretty automatically with their party.

Most Voters Say They Know Health Care Bill Much Better Than Congress

The Senate Finance Committee has finally made its 1,500-page version of the health care reform bill public. But not to worry: As the Washington newspaper The Politico reports this morning, “It’s important to remember that the bill won’t exist in this form for long.”
This continuing, confusing legislative process helps to explain why new Rasmussen Reports polling shows voters still believe strongly that they understand the overall health care reform proposal better than Congress.
Fifty-three percent (53%) of voters rate their own understanding of President Obama’s health care reform proposal as good or excellent, but just 31% say the same of Congress.

Pay-for-performance has come up a lot in the halls of Congress lately. The Pay for Performance Act, approved by the House in April, prohibits the payment of “unreasonable or excessive” compensation not based on performance by banks and other firms receiving federal bailout money. The White House wants performance-based pay for teachers; the plan received initial funding in the stimulus package and will be debated this fall.

BAGHDAD — In its largest reconstruction effort since the Marshall Plan, the United States government has spent $53 billion for relief and reconstruction in Iraq since the 2003 invasion, building tens of thousands of hospitals, water treatment plants, electricity substations, schools and bridges.
But there are growing concerns among American officials that Iraq will not be able to adequately maintain the facilities once the Americans have left, potentially wasting hundreds of millions of dollars and jeopardizing Iraq’s ability to provide basic services to its people.
The projects run the gamut — from a cutting-edge, $270 million water treatment plant in Nasiriya that works at a fraction of its intended capacity because it is too sophisticated for Iraqi workers to operate, to a farmers’ market that farmers cannot decide how to share, to a large American hospital closed immediately after it was handed over to Iraq because the government was unable to supply it with equipment, a medical staff or electricity.
