Top Five Cheapest States to Fill Up Your Gas Tank. . . .

This I didn't know: Alaska has the highest gas prices in the US? Wow. The average up there in Klondike country is $4.63. California follows pretty closely at $4.50, and Hawaii, Connecticut, and Washington round out the top five.

So where should you be heading to fill up? Missouri is the cheapest at $3.86 (aw! Remember $3 gas! I made a scrapbook of it!) helped along by their record-low gas tax. Oklahoma, South Carolina, Mississippi, Arkansas, and Iowa round out the cheapest five states to fill up. So now that gas stations are having to use up a whole bunch more "4"s to fill their prices signs, where in the world will they get them all?

Last night on the Colbert Report, Stephen showed off his capitalistic prowess claiming that he's got the monopoly on all the fours needed for the rising gas prices. Funny, but let's hope he doesn't have a stockpile of fives, too? OK, Stephen? You hear me?

Last Summer the religious prayed for relief at the pump, lawmakers called for a 55 mph national speed limit to conserve fuel, and cash-strapped drivers chanted, "Drill, baby. Drill!" But today, oil goes for $40 a barrel, one-third of what it cost in July. Recently, Salon took an in-depth look into the negative consequences of falling oil prices.

Low gas prices mean economic hardship and instability in oil-producing countries - like Nigeria, Russia, Iran, Kuwait, Venezuela, Saudi Arabia, and Mexico - who use oil revenue to fund education, health care, or to create jobs. In addition, without the pain at the pump, we give less priority to conservation, public transportation, and developing alternative energy sources. Continued dependence on increasingly unstable oil countries could be the high price of low gas prices!

DRIVING MISS SELFISH

Dear Sugar
I just got my driver's license and I end up driving my friends around a lot. Recently, one of my good friends got her's also, but she refuses to drive anywhere.

She'll say that she doesn't want to drive, or that it doesn't make sense for her to drive if I'm going to drive, too. She always promises to give me gas money when we go out, but when it's time to fill up my tank, she makes up an excuse (like she doesn't have any money or she shouldn't be the one filling up my tank).

She comes up with these totally outrageous places for me to drive her to, and she makes me feel like I have to take her there - so I do. How can I get her to understand that what she's asking me to do for her isn't fair to me? Feeling Used Friend

That's so weird. If she's a new driver, you'd think that she would want to be the one driving all of the time. I'll bet that she's either really bad behind the wheel or she's being cheap and doesn't want to pay for gas.

But why do you feel like you have to take her places when she asks? Just say no or, tell her that from now on you are going to take turns driving. If she's not OK with that explain to her that you don't want to turn this into a money thing, but she's really being unfair by not offering to pay for gas once in a while and you are getting upset with her lack of consideration for you.

Plus, it's expensive to drive around town now. Has she checked out gas prices lately? I am sure your friend is just pushing you to your limit and testing you. It's important that you have this talk with her ASAP because she's not being fair, and she's not being a very good friend to you.

Record Flooding Puts Mississippi River on Lock Down

As all three of the Midwest's major rivers - the Missouri, Illinois, and Mississippi - rise above flood level, residents face record flooding and mandatory evacuations. Today the US Army Corps of Engineers plans to close nine locks and dams on the upper Mississippi River.

Closing the locks means that the economic repercussions of the flooding will rise along with the rivers - the decision will halt traffic on 200 miles of prime commercial waterway. Good thing gas is cheap, so they can just use roads to transport all those goods!

As for some good news, Iowan volunteers who filled and piled up sandbags in downtown Cedar Falls, Iowa, have been able to protect their city's center. You can see them at work in the pictures below. 200 locations have been flooded across the US, and flood warnings have been issued in Missouri, Iowa, Illinois, Oklahoma, and Montana, according to the National Weather Services. A Ghost Caught on Tape?

An attendant at this Ohio gas station recently spotted a mysterious blue presence hovering on the surveillance video footage of the pumps outside. Locals and camera crews got wind of this discovery and stopped by to get spooked. Was it a paper bag? A deceased "Indian" chief? The ghost of cheap gas prices? No one knows for sure...(Methinks it's the ghost of a slow news day!)

The response pieces are insightful and diverse, and I really appreciated reading actual solutions, rather than tired complaints.

Some of the best advice:

Step on the Gas: Harvard Economist Kenneth Rogoff urges the next Pres to raise the price of gasoline for consumers and manufacturers to prove to the world that cheap oil is not America's only priority. He argues the tax, by reducing the deficit and benefiting poor countries, will put America back on the proper moral and fiscal track.
Holy Order: Reza Aslan, an Islamic scholar, says that the next president must strip the war on terror of "the overt religious connotations forced upon it by reckless politicians." In a conflict charged with religious fanaticism, he argues, even the appearance of religious motivation can have disastrous consequences.
Lend them Your Ear: Newt Gingrich, former Speaker of the US House, wants the next president to immediately embark on a series of visits to capitals around the world, including Ankara, Amman, Beijing, and Cairo.
