I went on spring break with my mom, as well. We sipped margaritas by the pool, enjoyed wine with dinner, and had a general good time. But, like Pistil, there was no binge drinking involved. The behavior displayed by the mom in the linked article is disturbing and irresponsible. Mexico is a fun place, but it can be dangerous if you're not careful. Encouraging your high school aged daughter to drink (and sneaking her drinks and arguing with people who work at the hotel to make sure she can binge drink) doesn't strike me as particularly responsible or "cool." (The writer mentions several times that her mom is "cool.")

I've vacationed with my mom, but it didn't include binge drinking.
