Andrew Wetzler, the director of NRDC's Endangered Species Project, noticed this earlier today when he was poring over the text of the administration's newest proposal to make changes to the ESA. While it's standard practice for federal agencies to accept comments, the decision to add the polar bear to the list generated 600,000 comments. Now all communication must be sent via mail.
