That's a cute story about the cops.
The toilet paper thing will certainly be found unconstitutional quite early on in the game. I used to work in corrections oversight. Jails try to pull this malarkey all the time, thinking it'll be good coverage for the sheriff who has an election coming soon. Unfortunately for them, inmates (especially those in JAILS who have not been proven guilty!) are not little toys for self-aggrandizement that you can beat, batter, abuse, and humiliate at your will.
