2The cat was being very diplomatic. The puppy doesn't know yet not to shower his love on a feline and get away with an unscratched face. When I was little, we had a cat and got a puppy at the same time. The puppy desperately wanted to play with the cat. Said cat bit his ear and he came back bleeding and crying for all he was worth. This cat was gentle - like, "I like you. To a point."
